Summary

Replace inlined skill-audit workflow (~100 lines) with a single composite-action invocation (17 lines). Fixes the longstanding "Skill audit skipped" message that came from the script being symlinked from core/ and gitignored.

Diff shape

-# 100 lines of telemetry fetch + script run + comment upsert
+- uses: ojfbot/github-actions/skill-audit@v1

See ADR-0067. This rollout PR mirrors landing#21 (already merged + verified working).

Test plan

  • CI passes
  • Audit comment posts with real recommendations (not the skip notice)

🤖 Generated with Claude Code

Replaces inlined skill-audit workflow with a single composite-action
invocation. Fixes the 'Skill audit skipped' issue (script previously
came from core via gitignored symlinks). See ADR-0067.
